Elena Valenciano

Elena Valenciano was born in Madrid on 18 Sep 1960. She studied Law and Political Sciences at the Complutense University.

She joined the Spanish Socialist Youth (JSE) in 1975, and she is member of the Spanish Socialist Workers’ Party (PSOE) since 1978. She is currently Vice Secretary General of PSOE, elected at the 38th Federal Congress in Feb 2012.

Member of Parliament since 1st April 2008 – reelected in November 2011– in the Congress of Deputies (Lower Chamber), she is the socialist spokesperson in the Foreign Affairs Committee. In the party’s structure, Ms Valenciano has also held, among others, the positions of Head of Campaign for the general elections in 2011, Federal Secretary of International Policy and Cooperation (Apr 2007-Feb 2012) and member of the Federal Committee (since 2000).

She was a Member of the European Parliament between 1999 and 2008, where she was the socialist spokesperson in the Human Rights Committee, and especially active in the Foreign Affairs, Development and Women’s Rights Committees.

She was national Coordinator of the European Lobby of Women (1992-1994), board member of the European Movement (since 2004), founder and first chair of the ‘Mujeres Jóvenes’ association (1984-1990), and since 1999 she is the chairwoman of the ‘Mujeres’ foundation in Spain.

Since September 2012, Ms Valenciano is Vice-president of the PES, having been elected in its 9th Congress in Brussels.
